BKK on the spot: Abolition of the health fund and return to autonomy of contributions

The head of the board of the statutory health insurance "BKK on site" has declared the health fund failed and called for its abolition. Compared to the "Westfälische Rundschau" (WR), the chairman of the BKK Klaus-Peter Hennig explained the deficits of the health fund and spoke in favor of a return to the autonomy of the cash registers.


According to the head of the BKK, funds from the health fund introduced in 2009 are being distributed incorrectly, which has already led some health insurers to financial difficulties. "After three years, the diagnosis is: The system is sick," says Klaus-Peter Hennig in an interview with the "WR". He called for a return to autonomy of contributions, in which the statutory health insurance companies (GKV) themselves determined their membership fees on the basis of their financial situation.

Criticism of morbidity-oriented risk structure compensation
The criticism of the "BKK on the ground" in the distribution of funds from the health fund is based essentially on the reimbursements under the so-called "morbidity-oriented risk structure compensation", which provides for an increased allocation of 80 diseases. Here, the comparatively high costs for terminally ill patients would usually be paid only in part according to the previous key. Therefore, health insurance companies with many older and dying ill members have been disadvantaged since 2009, while health insurance benefits with young and healthy members.

One third of the costs for deceased insured will not be reimbursed
In addition, deceased members in a current accounting year are considered to be "incompletely insured", reports Hennig ... These insured persons generally incur significantly higher costs in the period prior to their death. However, these costs would not be extrapolated to the year and still divided by the number of days, the BKK CEO Reinhard Brücker complained to the "WR". If insured persons die in the middle of the year, half of the actual expenditures fall under the table when calculating the total costs. The chairman of the BKK on site explained that on average only 30 percent of these costs would be reimbursed. Due to the imbalance in the allocations from the health fund and the lack of autonomy of contributions large health insurance funds, such as the DAK, which merged with the BKK Health at the turn of the year, got into difficulties. The same applies to the BKK Hoesch from Dortmund, currently of the 820,000 strong members. "BKK on the spot" was taken over. The winner of the development was, for example, the "Techniker-Kasse".
