The Bürgerversicherung is the counter model to the current two-part health insurance system in Germany. The private and statutory health insurance would be summarized in an insurance model in which all contributors pay a certain percentage of their income and are entitled to the same benefits. Private supplementary insurance could then cover services that are not included in the service catalog of the Bürgerversichung. Injuries by a kind of two-tier medicine should be avoided with the citizens' insurance, the medical care and the income of the health insurance to be improved overall, hope the proponents of this model. Critics hold that many benefits continue to be covered only with supplementary insurance and the two-tier medicine is therefore promoted. Also a structural change or a lowering of the medical achievements is to be expected. (Fp)
