Health insurance: City-BKK saved from bankruptcy?

The City-BKK has presented a restructuring plan that the hope for a rescue of ailing health insurance grow again. Around 50 million euro deficit had accumulated in 2009 and 2010 at the City-BKK, so this was forced at the beginning of the year, the Federal Insurance Office to announce a threatening over-indebtedness and initiate bankruptcy proceedings to liquidate the fund. The decision should actually fall in August, but on the basis of the new restructuring concept and additional income from the health fund can still hope for a rescue of the health insurance. Thus, the Federal Insurance Office of City-BKK has granted a grace period until the end of the year to check in time, whether a smashing of the health insurance is necessary, said the spokesman for the Federal Insurance Office, Tobias Schmidt to the „Tagesspiegel“.

In a settlement of the City-BKK, the members would have to be included in other statutory health insurance and there are costs of around 150 million euros, which would have to be absorbed by the other health insurance, said the chairman of the BKK-Landesverband Baden-Württemberg, Konrad Ehing.

A rescue of the city BKK would be in any case a positive signal for the health system, because here threatens to estimate the experts in the coming year, a deficit of about 11 billion that must be compensated by the health insurance in some form, since the allocations from the Health funds are not sufficient despite rising contribution rates. Additional contributions is the keyword here. But whether the collection of additional contributions can contribute to the rehabilitation of the funds or rather brings a massive loss of members, remains to be seen. (27.08.2010, fp)
