City BKK bankruptcy: loss of benefits in case of late change of insurance

09/06/2011

The remaining customers of the insolvent City BKK face further inconvenience should they not have found a new health insurance by 14 July at the latest. According to media reports threatened the insured far-reaching power outages. The medical bills would have to be temporarily paid out of pocket, ongoing benefits such as health or care allowance would also be omitted, reports the „Berlin newspaper“.

The dilemma of the remaining City BKK customers is apparently continuing. First of all, the insured persons of several statutory health insurance funds rolled considerable obstacles in their way when they wanted to change the insurance. According to media reports, the City BKK members now face far-reaching power failures if they have not found a new health insurance fund by 14 July at the latest. To remedy the problem, plan the remaining insurance companies „City BKK in liquidation“ to continue working for a few months. The Federal Minister of Health Daniel Bahr (FDP) has signaled that a corresponding initiative of the health insurance would find his support under given conditions.

Dilemma of City BKK customers continues
Although it has always been emphasized by the responsible politicians and the other statutory insurance companies that the bankruptcy of the City BKK would not cause any problems with the pension rights for the insured, the situation currently looks clearly different. Not only did the former City BKK customers find themselves subjected to massive attempts to liquidate various statutory insurances, but now the remaining City BKK insured persons are also threatened with substantial loss of benefits. The City BKK members remain the „Berlin newspaper“ according to the latest by the end of the statutory election period on 14 July time to look for a new insurance (on 1 July, the City BKK is expected to officially close). All City BKK customers who are then still without new health insurance are registered by their employer, the Federal Employment Service or the pension insurance with another health insurance company. However, it may take some time for those affected to become involved and during this period insured persons would have to expect significant losses of benefit.

City BKK customers face significant supply gaps
The „Berlin newspaper“ According to the study, the placement of the remaining City BKK customers with another health insurance could take until mid-August, in the worst case even longer. Although the health insurance would then retroactively take over the required service, but until a new insurance is found, are the former City BKK customers without benefit claims there. The medical expenses of the physicians would have to be paid via private bills, although the health insurance companies will generally not pay the full amount of the private bills. In addition, severe cuts for the City BKK customers are to be expected in the case of ongoing benefits. Because until a new insurance is found, benefits such as care and sickness benefits are completely eliminated. Even if the funds are repaid under certain circumstances by the new insurance, threaten the affected persons until then significant „supply shortages“. In the worst case, the remaining City BKK insured could stand for months without benefit entitlements.

„City BKK in liquidation“ planned
The current media reports that the other public health insurance companies are well aware of the problem of City BKK customers. The fund associations are working intensively on a new model that allows settlement of the City BKK and accommodation of the insured with other health insurances, without incurring any loss of benefits for the insured. The health insurance apparently floats a solution in which the City BKK is not closed on 1 July, but as „City BKK in liquidation“ will continue to work until September 30 to ensure a seamless transition in performance. The Federal Minister of Health Daniel Bahr (FDP) also commented on the „Berlin newspaper“ to this model and stressed, „that a seamless transition must be guaranteed for all benefits and benefits.“ On this point, the Ministry of Health and the health insurance agree and it is already at present „made appropriate preparations“, explained the Federal Minister of Health.
